Founder & CEO
Chris founded Concord Technologies in 1996 with the goal of building a company that fosters a culture of kindness, curiosity, and innovation. Chris’ drive to solve problems for the healthcare industry led him to expand Concord’s leadership team, bringing in experts with extensive healthcare, technology, data science, and financial experience, and adding a relationship with Excellere Partners. These investments have resulted in partnerships with leading university centers, payers, and other healthcare leaders who are eager to unlock innovative solutions that harness the power of their data to allow for better, more timely decisions around operations and patient care.
Chris’ unique ability to look ahead while incorporating past experience was highlighted when he received an Ernst & Young 2019 Entrepreneur of the Year Award for the Pacific Northwest Region.
Outside of Concord, Chris is the founder of Old Stove Brewery in Pike Place Market, created to offer a gathering spot for the community that showcases the market’s history and serves as an ongoing economic engine for this reinvigorated downtown hub. Chris also dedicates his time to developing The Mill at Vicksburg, a massive, multi-use project in his Michigan hometown. The project began with the goal of continuing The Mill’s legacy as an economic and cultural focus for a thriving Vicksburg.

As President of Concord Technologies, William serves the company as an entrepreneurial executive with strong leadership capabilities, a deep understanding of healthcare technology, and a passion for developing, selling, and delivering innovative solutions to the global healthcare industry.
William has over twenty years of experience across the entire spectrum of healthcare, from medical devices to life sciences, and across all sizes of healthcare entities, from startups to the Global 100. Along with a strong commercial focus, he brings a collaborative and partner-centric approach to all his interactions.
In his free time, William enjoys good food, traveling, and spending time with his family as they renovate their new home in Texas.
Christopher Larkin
Chief Technology Officer
Chris is a seasoned healthcare executive with vast experience leading technology and cognitive systems innovation. As Concord’s Chief Technology Officer, he firmly believes that the best digital products are an extension of the company’s values: trust, reliability, and economy.
Chris has built an impressive track record of developing precision medicine solutions in healthcare and life sciences for Microsoft, GE Healthcare, and Elsevier. He has successfully brought multiple cognitive computing products for healthcare to market and is widely recognized as a thought leader in an industry challenged by interoperability.
Outside of work, Chris enjoys travel and adventure with his wife and family. He runs and bikes the trails and beaches of the Pacific Northwest, usually accompanied by the family’s 90-pound Labrador retriever, Romeo.

Mark Miller
Executive Vice President, Sales
With a career spanning over 25 years, Mark Miller is an accomplished sales leader respected for his proven track record of driving revenue growth and forging strong client relationships in the healthcare technology industry. As the Executive Vice President of Sales at Concord Technologies, he is responsible for cultivating strategic partnerships, driving customer-centric initiatives, and executing go-to-market plans that deliver value to clients and the patients they serve.
Prior to joining Concord, Mark held prominent executive roles at renowned healthcare technology firms such as Cassling, GE Healthcare, and Philips Healthcare. His thought leadership has been featured in publications on LinkedIn as well as Auntminne.com.
In his spare time, Mark enjoys experiencing the outdoors with his friends and family. He is also active in the USDA’s Wetlands Reserve Project helping bring marginal crop lands in Texas to their pre-agricultural condition, supporting the return of native and migratory species such as waterfowl and land birds.
Julie Freguia
Vice President, Marketing
Julie is driven to build strong and empowered teams that help bring Concord Technologies’ visions to light. In her role as Vice President of Marketing, she brings over 25 years of leadership experience in marketing SaaS-based communications, fax, and document management solutions to B2B buyers in highly regulated industries.
Julie’s background includes executive-level marketing roles at Captaris (acquired by OpenText), where she led the company through a global rebranding effort and managed the worldwide distribution channel of value-added resellers. Prior to joining Concord, she owned a full-service marketing consulting firm serving clients such as AT&T, LG, NEC, as well as Concord Technologies.
Outside of work, Julie enjoys spending time with her family, exploring National Parks, and seeking out new craft breweries.
Charles Padgett
Chief Financial Officer
Charles brings extensive experience in the security, software, and telecom industries. He will lead Concord’s financial operations to support the company’s continued growth and success.
Prior to joining Concord, Charles served as Chief Operating Officer / Chief Financial Officer at AuthenticID. He was the Chief Financial Officer at Neology, Verimatrix, Aviarc, and Wireless Facilities Inc. EMEA. He has extensive global M&A and integration experience in executive positions at EMC, Kofax, Captiva, and Boeing Technology Ventures. He started his career with KPMG in Alaska.
In his free time Charles enjoys time with his family in the mountains, fly fishing, scuba diving, attending live music, and traveling. Charles believes in giving back to the community by supporting local charities, outdoor youth programs, and nature conservation.

Pat’s extensive legal experience before joining Concord includes practicing complex commercial litigation for more than 10 years in Philadelphia, representing Fortune 500 corporations and government entities in complex and sometimes novel legal matters. She is passionate about blending her multi-disciplinary legal background with understanding of business requirements, utilizing collaborative processes and consensus building to find a path forward.
Pat is a graduate of Penn State Dickenson School of Law, McCormack Graduate School of Policy & Global Studies, and Harvard Law School’s Program on Negotiation, Executive Program, Negotiation and Leadership.
When she’s out of the office, Pat enjoys kayaking, racing sailboats, downhill skiing, hiking, and music.
Jim Scott

A seasoned technology executive with 25 years of experience at Concord Technologies, Jim has special expertise in mentoring and cultivating world-class developers and fostering a collaborative, high-performing culture within his team to drive innovation and contribute to Concord’s ongoing success.
Throughout his career, Jim has achieved notable milestones, including the creation of a fax management application that enabled Concord to cater to high-volume fax customers. He also spearheaded the architecture and development of Concord Cloud Workflow, revolutionizing the way customers manage inbound and outbound fax documents in the referral management space.
A former Washington state motocross champ, Jim loves outdoor activities whether camping, fishing, hiking or exploring the National Parks with his wife and his camera, capturing the incredible views.
Andre Sublett
Vice President of Data and Analytics
Andre serves an important role at Concord Technologies, overseeing existing infrastructure and leading new solutions designed to optimize hospital operations and improve patient outcomes by integrating, acquiring, and de-identifying data in a scalable and secure way.
Prior to his position at Concord Technologies, Andre served as Vice President of Software Engineering for GE Healthcare’s Digital organization. There, he managed almost a petabyte of protected healthcare data, de-identified it, enhanced it, and drove the launch of several new products and services that leveraged the data.
Andre fills his free time with a variety of activities, including programming, playing guitar, restoring old cars, video games, and hiking.

Dan has been with Concord since its inception and has served in a leadership capacity for more than two decades. In addition to providing superb support experiences, he firmly believes that Concord’s role is not merely being a service provider, but a partner.
By having close customer relationships and through Dan’s leadership, Concord has maintained customer retention rates at incredibly high levels. Dan is dedicated to the idea that customer success is best achieved by listening to the customer and understanding their unique work models and challenges.
When he’s not at work, serving Concord’s customers, Dan enjoys playing and listening to music, supporting the visual and performing arts, and serving as captain of Concord’s triathlon team.
Laurel Velarde

Laurel has more than 10 years of experience in the people field. She began her career in recruiting but found a true passion in helping businesses build programs that support their most important asset: their people.
Laurel’s ultimate goal is to create a work environment that plays to and supports each individual’s unique strengths and passions. She believes that when people feel safe to bring their true selves to work and feel a true sense of belonging, they will flourish. And when people flourish, they in turn produce the most meaningful and excellent work.
When not at work, Laurel loves discovering the best new restaurants or happy hours in Seattle, spending time with her husband and family, getting outside, taking advantage of the beautiful landscape of the Pacific Northwest, and occasionally taking the karaoke stage.
